I just got this ASUS CUSL2 v1.2 motherboard, but unfortunately the 2nd ram slot won't work no matter what modules i put in. it does post though. none of the capacitors look bad.

If you plug in a module it doesn't recognize it.
Are there any bent pins inside the ram slot?

nope, seems good, don't see any bent pins
i tried everything under the sun, cleaning the ram slots using 91% IPA, different modules, etc. nothing seems to change, still only the DIMM1 slot detecting modules.
How much RAM are you trying to install in total ? The 815E chipset on that board is limited to 512MB max in total.
If the first slot has a 512MB DIMM installed, you will never get anything to work in the second slot.
256 mb (2x 128mb) but only 128mb is working
Have you tried the third slot ?
Hate posting a reply and then have to edit it because it made no sense 😁 First computer was an IBM 3270 workstation with CGA monitor.

Then why not get a single 512MB DIMM and call it a day ?
You won't need more than one slot then.
Checked for solder joints?
Continuity on each ram pin?
Could be a bad connection with the chipset; a broken trace somewhere, a broken smd...
----> this is time consuming
It's a really boring issue, if you want to find the cause, ok, I understand; otherwise move on with slot 1&3 and live happily.

i just ended up getting a new CUSL2, but it's the -C version, it works nicely and all the ram slots function.

You could try to troubleshoot the other board.

im happy with my CUSL2-C, may just use my regular CUSL2 as a scrap board.

If the only thing wrong with the board is a single one of the 3 DIMM slots, there is no actual practical functional issue .
This board can only detect and use 512MB of RAM due to a chipset limitation and this can be provided with a single 512MB DIMM, if desired . The only reason the manufacturer likely even bothered to put in 3 DIMM slots was to allow people to use multiple smaller capacity cheaper DIMMs, but this is no longer significant as a single 512MB SDRAM DIMM is now cheap as chips .
If you want to scrap it for parts, it's your choice as you own it, but I personally see that as wasteful as you could still use the board as a a spare or sell it, or give it away (if so inclined) to someone .
