I am trying to repair this board which gives me nothing. Without a scope I am taking a few guesses at the clock gen and crystals.

I changed the 14mhz crystal since I had one but no luck. Next to the crystal is a chip chrontel ch9007d-n which would no doubt be the clock gen or some clock invertor?

I can't find much info on this chip, does anybody know this part, what it does and also is there any more modern replacement?

That is rarely the case. Check jumpers configuration first.
Do you get beeps upon power on ?
Also, recently had several boards with some of the legs of the main ICs loose.
Once soldered properly things started working again. Figured i should mention it just in case.

I edited the post, was measuring the wrong pin.. cpu reset pin is ok.

I measured the 14mhz crystal next to the clock gen with a voltmeter in hz mode it showed nothing. Showed a 6mhz for a moment then 0

Just to be sure I measured the 32mhz crystal for the bios and that showed up properly so my voltmeter is ok.

I guess my original assumption for the clock gen chip could have something to it
