Probably you have bent bracket from bottom side which prevent to fit normally or cheap case which could be missized too. Can you tight it with screw ?

Make sure that this part of the bracket goes inside whatever it needs to go inside, there should be some hole/socket. It's not always perfectly aligned, or the bracket might be a bit bent, or the motherboard slightly off. Just push it slightly in place while inserting the card if needed.

Examine your PCI slot carefully. Once I found difficulty inserting a RAM module into its slot, only to find a small quartz "bead" (about 0.6-0.7 mm in diameter) stuck in the RAM slot.

Also you could try removing your motherboard from the case then try inserting the same video card again. If the card can fit into the slot perfectly then it's the problem between the bracket and the case, like konc and PC Hoarder Patrol said.

It is a problem with the bracket as the others mentioned, you must ensure that it is completely inserted into the PCI slot. I got a similar experience with two different video cards into an AT computer case, and it was frustrating.

Try pushing in the bottom of the bracket from outside with a pen or something while you are pushing down. Edges might be catching. If they are fully engaged in holes, you need to get board higher, make holes bigger or bracket bottom smaller.

Unicorn herding operations are proceeding, but all the totes of hens teeth and barrels of rocking horse poop give them plenty of hiding spots.

No its not, see pic

a pic from the back of the case would be more telling - also did the spacers come with the case, the motherboard or just ones you happened to have?

Here is back of case

One more time! - really meant back on (like the attached example pic) but with your motherboard and PCI card(s) in place.

Does your case have a removable motherboard tray (lokks like it from the last pic) - if so, are you sure its fitted back correctly?

Yes motherboard has a tray and its fit correct

Looks like the keyboard DIN-5 connector is too far from the back plate of the case. I suspect the bottom of the bracket hits the floor plate (the yellow line) instead of the slot opening.
