I used thin wire that I purchased at dollar store.
I did not want to tie it to the heat sink because it might cause the GPU to come loose as the heatsink is glued to the GPU chip
Which is soldered to the PCB.

So I used the wire and wrapped it around the entire sound card for a more secure solution.
This put no stress on the GPU chip or heatsink.

Works great and the fan is on nice and snug.

But you defiantly need a fan because these Voodoo GPU chips run HOT and this is the main reason
Why these Voodoo cards break. They get too hot and the solder joints break and capacitors begin to leak.

Yeah but with the 50mm fan the holes line up with the extra holes on the heatsink. Kinda like it was made for it. The tiny fan weighs nothing. I zip tied mine and I couldn't be happier.

I designed a couple for 60mm fans. One directly mounted, one a shroud to allow top mounting.

I used screws that were big enough to pinch in between the vanes of the heatsink to hold the fan in place.

I had a 50mm fan on mine for some time. But since I switched to a modern tower for that build I have a huge case fan blowing on the V3 directly and therefore removed the fan again. It stays nice and cool now

i have plans to design something like this
i think it will require less pla material

the walls for the cooler are not really needed because the screw can go from bottom to up.
Just need 4 legs, with a small piece at the bottom so it snaps on the corners of the bottom heatsink

This has been discussed before, and the simplest solution is to place a PCI fan bracket directly below the Voodoo 3 as shown in this thread: Re: Case Slot Fans and the Voodoo 3

Put two 92mm Noctua fans in there to minimize noise. Alternatively, you can use a side-mounted fan bracket, which is also pictured in the aforementioned thread.
