Tantalum cap: Bust or black paint?

I need your experience. I just got this 1991 card and on visual inspection I found this:

Is it damaged or just innocent black paint?

And in case of doubt: How can I find out without fireworks?

The board itself, overall, looks very clean, and the guy on eBay claims it’s tested.

Ceramic not tantalum capacitor ; black paint no obvious damage (iirc the black paint signifies tolerance)

Yeah, these are regular ceramic capacitors and the black top is just paint.
