Could someone tell me if this card is compatible with MS-DOS and Windows 9x?

It's pretty good in Win9X, has OK SB16 emulation. A lot of games will run fine. A few will have issues. Ultima VII famously won't run. Nor will Dungeon Master or Wing Commander: Privateer. Tyrian 2000 requires a special SBLive compatible version which can be hard to find these days. Descent had peculiar speed issues for me when I tried to use OPL3 music. Those were just the issues I had. I think most games run fine, provided the sound quality of the emulation doesn't bother you. IMHO it's better than CQM but worse than genuine OPL3 or ESFM.

Win95/DOS 7.1 - P233 MMX (@2.5 x 100 FSB), Diamond Viper V330 AGP, SB16 CT2800
Win98 - K6-2+ 500, GF2 MX, SB AWE 64 CT4500, SBLive CT4780
Win98 - Pentium III 1000, GF2 GTS, SBLive CT4760
WinXP - Athlon 64 3200+, GF 7800 GS, Audigy 2 ZS

I'm talking about an SBLive compatible Tyrian 2000 executable. Looks like the site I originally found it on a few years ago has since succumbed to internet forgetfulness.
