Yes, I know there are a lot of boards, but I wanted real world recommendations, USB boards that are easy to find on the market, aliexpress, low price... Any suggestions?

I bought two D-Link cards which use the VIA chipset. They work out of the box using extended USB Supplement driver.

I'm almost three weeks late for this, but the tough problem is finding cards that work in PCI slots that don't provide 3.3V power. The common USB 2.0 chips have good driver support for Windows 98 (I've even run a VIA VT6212 card in 98FE).

The other problem is that USB 2.0 cards have high CPU demands, so for older stuff like socket 7, you're better off with old (no longer manufactured) USB 1.1 cards.
