I've picked up a computer with PCI sound card that is connected via external cable to ISA card. Can somebody please explain what is the purpose of such configuration.

That ISA card is likely an old FM radio card with the output of the card connected to the line-in of the soundcard.
you can see the ANT writing next to the other connector on the isa card
Right to repair is fundamental. You own it, you're allowed to fix it.
