Windows 3.1 Installation error!

Hello guys, I'm trying to install Windows 3.1 from a CD from an ISO I downloaded. I have tried several ways but I always get this error:

"WINSETUP caused a General Protection Fault in module USER.EXE at 0001:1713."

And then it exits installation in Ms-Dos where I can read:

"Standard Mode: Invalidad DPMI return from 0367:5f92"

any thoughts?

MEMORY errors maybe?

illegal maybe?

or did microsoft go all squishy on us and pronouce win3.1 freeware?

Really? It gives ou that error because it's an illegal copy?
