Anyway, dose anyone know of Any program launcher app for older versions of Windows like 2k?

Kind of like steam small mode back in the day.

Windows. Since IE4's 'shell upgrade' you could make your own little quicklaunch ribbon window of shortcuts on your screen. A quick and lazy way to do it, is to drag a folder to your taskbar and then drag it out to make a window

How would one do that?

If it were not for shellbags I'd make a custom folder full of shortcuts in list view and keep it on the desktop.
But I hate shellbages. I wonder if i could unable it on just one folder?
