I think what you're looking for is called a Total Conversion (TC) mod.
That, or a Source Port of the game engine.

WARNING: The actual fan games made so far are overHYPED shameless copy-paste trainwrecks. Don't play them unless you want to play 'recognize that asset'. I couldn't get through one of them without doing so.
Agreed with what leileilol posted.
Although, one really great one for D3D that comes to mind is "Platoon"... same guys who developed the retail "NAM".

Platoon's special because it's a Team TNT production, and people hated the retail game for being over realistically difficult, a kind of game the craved taste of had developed after Operation Flashpoint... I love NAM because of the intentional Nintendo Hard that had its point missed. (also it's hated because in 1998, if your game wasn't supporting Glide, even if it's good, it'll suck 600%. Read reviews of Megaman X4 if you want to witness the worst point-missing 3d vendor biasing you've ever seen on print)
