They can. You just have to go to the topic you want to post on. You can't create a new topic in the Active topics, New posts, or Your posts views.

That's just an info box, not the "post" button. The "post new topic" button is the plus button at the top right of the forum view, whereas the info box is the plus symbol at the bottom left of the forum view. weedeewee already pointed out that the info box says you can post.
Can you post a screenshot of the error message when you try and make a new post?
