This member repeatedly posting the same image (just above this post, too).

Maybe new users should be restricted from sending private messages and have any attachments approved before they are publicly visible for some time period.

Answering the question about why the administration doesn’t moderate new accounts, to the best I can guess. Maybe they hadn’t thought of requiring that? ZSNES Board, as dead as it is, is under a nonstop spam barrage. The only thing that prevents it from being visible to most users is post moderation of new accounts. But the staff still have to wade through the giant mess regularly to actually see the regular posts, and sometimes a legitimate newbie actually registers, so the staff have to find that needle in the haystack and approve it. I also find it annoying that phpBB defaults to notifying on disapproval, like I really want to pm and email the spammers every time I clean up after them.
