I'm hardly a music expert but elektro was something that originated in Germany in the late 70''s, think bands like Kraftwerk, while techno is electronic house/trance style music from the 90's.

There are a few different genres for R&B. New jack swing is a good late 80s-mid 90's one. There is funk too, from the 70's-present.
