Yes, the best possible test would be with single-buffering, which most modern systems won't do.
Just grab a classic PC with CGA/EGA/VGA or a C64 or Amiga or such, and just do a direct modification of the palette. Can't get any faster than that (the rasterbar/copperbar trick works because you are changing the palette while the monitor is actually drawing, WYSIWYG).
