While digging through my floppy possession I found a disk labeled:

MITSUMI
CR Series CD-R/RW Drives
Diagnostic Test
                                        

Setup Instructions:                                                          
1. Make this disk write enabled
2. Insert this disk into drive A
3. Restart computer with disk in drive A   ECI Enhanced
4. Program will automatically start      www.eciusa.com 
(c) 1996-1999 Enterprise Corporation International.

Is this disk known? Is it considered "abandonware" or a driver, If it's a driver, can it be uploaded under fair use?
