I have little experience with Win3.x games, but were there any advanced games for this operating system? The most advanced ones I can think of is Simcity 2000 and SimTower. I'm mostly thinking graphics wise here.

You can have tons of fun trying to nail down what qualifies as "advanced". You'd probably at least be looking for games made with WinG, as it greatly enhanced the capabilities of Win 3.x.
Mr. Exofreeze has been running a lot of obscure stuff; probably something in there qualifies.

The only game that I ever played in Windows 3.1 was Myst which, for its time, was groundbreaking.
Although, there were other games that I played in DOS that also had Windows 3.1 support (Space Quest 6 comes to mind).
Before and even after that, I stuck with DOS until the arrival of Windows 95 (when games only ran on this and later Windows versions).
I must admit, I never considered Windows 3.1 a gaming platform (probably because most games were, up to that point, developed for DOS).
I have a fairly advanced windows game called "Jewels of the Oracle". It's somewhat like Myst. It supports true and high colour modes. You really need a fast 486 or a Pentium to run it properly.

There's a version of Descent out there that runs natively on Win3x. Good luck finding a copy!
I used to play Operation: Inner Space. Maybe it's not a complex game, but it featured 4 way scrolling, in a time where most Windows 3.x only had static screens.
I have traveled across the universe and through the years to find Her.
Sometimes going all the way is just a start...

i've never encountered a W3X Descent ever either. Earliest Windows port I can recall is for Descent II and that was for Windows 95, brought in by one of the patches iirc.
There was a rather unfinished WinDoom for W31 though. [obligatory BY GABE NEWELL!1!11! statement here]
I think "you don"t know jack" runs also under win3.1 and makes a lot of fun.
Lighthouse The Dark Being is the most advanced windows 3x game I know of. It had a both a dos and windows 3x mode.

It's more or less a Myst clone. Had some cool 3d for a win3x game. err some of the game was 3d. like the brid man that the guy that kidnap the baby.

I'm afraid I don't.
I found out about it while looking for a Descent Windows source port that did what Chocolate Doom does for the original Doom.
There is (used to be?) a review on youtube showing the whole thing. You could actually see Descent running in windowed mode menus and all. Apparently it was included in a bundle.

NV1 was demoed on Win3.1. There's a screenshot in an issue of CGW of it running some flight sim (tech demo?).

That smells like a 16-bit Windows application. If you have QuickView installed, can you check? (It'll state the executable type and any imported DLLs/functions, hopefully.)

Any chance you remember this issue? This is completely new information to me. I've read through all the CGW issues of 1995,96 and 97 while making the 3D accelerated list and I found these snippets:

Maybe its the last one you remember? No Win 3.1 drivers were ever released for the NV1

Doesnt matter as the game is accelerated for the NV1 and requires this graphics card. As stated above no graphics drivers were released for this OS.
I remember Battle Isle 3 being a very good Win 3.x game.

The 3DO Blaster software ran under Win 3.x, didn't it? I guess that technically counts, though considering it was apparently a passthrough device (according to wiki) it would be no more sophisticated than any other video-in software.
