Am I missing something here or, are gamepad's so serious they need to be high bandwidth devices? I would of figured a full range joystick with twist and throttle control would need more bandwidth.

The USB chip doesn't know what the device's true bandwidth requirements are. When the kernel USB driver reports high or low speed, it's just telling you how the USB device has identified itself.

So all this means is that the game pad manufacturer specified "I am a high speed device" in the firmware, not that actually needs 11-480Mbps of bandwidth to operate.

Well, the F310 has, in addition to the gamepad, 2 analog sticks, and two analog triggers. Altogether it's probably not less complex than the Extreme 3D.

Has anyone got the Logitech Extreme 3D to work on, say... a Windows 9x machine? Since it's USB 1.0

Full speed is not "super fast".

USB1 defined "low speed" 1.5Mb/s and "full speed" 12Mb/s
USB2 added "high speed" 480Mb/s - not sure if there is any difference at all between a device claiming to be USB 2 full speed and one that is USB1
