I have a 6 year old desktop (Phenom II) that I bought for 15€ last year and I only upgraded the GPU to GTX 670 and it runs Fallout 4 just fine on med-high settings in full HD. It's really not that demanding by today's standards. I can understand that a laptop might not run it that well, but then again they are impossible to upgrade are usually junk after about 3 years. So what I'm saying is that you could easily run this game for a very small investment.

The game content is another matter and more of an opinion. I liked it more than 3 and NV because I was waiting to finally see more urban environment besides the age old deserts and wastelands. I do agree that the whole settlement thing was a waste of time and didn't really bring anything useful to the game. Also the whole institute plot was a big let down. Once you got there it was pretty hard to make them out to be the bad guys and without good baddies the whole end game was just pointless.
