Do these disc-based DRM games from the Windows XP era actually need to phone-in or is it just a matter of that DRM breaking with newer OS's? Are there any DRMs that are actually a concern on legacy systems?

You can revert the security changes Microsoft made and then play SecuROM games just like before:

Personally, I just get a NoCD crack for affected games. It's much less hassle.

Bottom line: SecuROM doesn't work on Windows 10 ootb anymore. You can still play DRM protected games on legacy systems if they don't need online activation, those activation servers are offline in most cases. Or just use a No CD crack...

Securom works with windows 10.

Only old starforce DRM version and all safedisc DRM don't works natively on windows 10

That's only for Win8.1 or less. Win10 doesn't have the required driver at all. To re-activate secdrv on Win10, you need to copy the required driver dll from a Win8.1 setup, self sign it and run Win10 in test mode (which disables driver signature enforcement). This requires disabling secure boot, so your total of disabled security measures would be three.

I've only run into like two games that don't have good cracks though (Future Tactics, which the cracked version will only boot occasionally on Win10 and Shikigami no Shiro III where the crack doesn't actually remove Safedisc).
