While the executables are mostly 16-bit or 32-bit or 64-bit, some go out of the norm and use a different format. Here is one such linked executable. The file opens in Windows XP, but nowhere after that. Can anybody tell how to open it?

You downloaded a HTML file with EXE extension. The page says

its not an executable or anytyhing. its a junk web page from back in the day, lycos/tripod...
