While the executables are mostly 16-bit or 32-bit or 64-bit, some go out of the norm and use a different format. Here is one such linked executable. The file opens in Windows XP, but nowhere after that. Can anybody tell how to open it?

its not an executable or anytyhing. its a junk web page from back in the day, lycos/tripod...

Ok that explains it. I was looking for a game patch here:

This sometimes happens when downloading pictures from certain hosting sites. The downloaded "image" is actually a text HTML file.
