I get this error when trying to run Lomax with DgVoodoo.

Try the patched executable from PCGamingWiki:

If still not working, then use the dbg version of dgVoodoo to see if it's activized at all.
The game works through DxWnd. If I add DgVoodoo that's when I get the error. Or if I remove DxWnd and only have DgVoodoo, I get the error. DgVoodoo must be activating because I ALSO add Reshade and I can see from the Reshade log it is initialising. Meaning DgVoodoo did hook, and then got hooked by Reshade (DgVoodoo as DDraw.dll, Reshade as dxgi.dll).
But the debug layer would be useful to see if it reports any problem.
Anyway, did you copy D3DImm.dll into the game folder? Because I get the same error message if it's not there... (and it must be the same version as DDraw.dll of course)
I did not, but I have now. That gets rid of the error. Now the game just crashes. Hmm.
