would it be possible to add a fake refresh rate reported to games

Redguard somehow doesn't want to generate more fps than refresh rate.
even worse:
when it is able to generate more it just slows the game down to slow motion.
core i5-3450 get about from 130fps to over 200fps
i guess i5-12600 will get from 230fps to over 400fps
maybe there are some monitors that are able to set over 400 Hz in some low resolutions.
but would be nice to be able to play on a 4K TV in 30Hz.

so would it be possible to add a setting somehow to report fake 500Hz to the game while using a 60Hz monitor?

core i5-3450 does over 500 fps easily when you look at the sky 😉

nvidia control panel didn't allow me to set more than 499Hz on my tv,
4k works only in 30Hz
but 640x480 works in 499 Hz no problem 😀
I am sure i could do way more, just nvidia control panel doesn't allow it
even 320x200 didn't allow more...

For Glide games, no. The refresh rate is chosen by the game (60, 72, 75...), it's not queried from Glide. So the situation is quite the reverse of what you expect.

Redguard somehow doesn't want to generate more fps than refresh rate.
even worse:

What if you force v-sync or FPS capping to cap the FPS, to keep it 'constant'?

i think i didn't expressed correctly.
the thing is it looks the game has forced v-sync turned on build in and you cannot turn it off.
so if you try to cap the game by Hz and the game has more power it gets slowed down.
if you try to cap by dgvoodoo's fps limit setting, the effect is game gets slowed down too.

ok, it looks fake fps is actually working when minimised 😀
i got desktop set to 499Hz
so game is capped to 499fps
but when I make game minimised
and go out of minimised and immediately make a screenshot i can see over 700 fps 😀

ok, now i have a susspicion here that dgvoodoo is always rendering at at least 200Hz (to reduce the screen tearing effect)

and that is the reason for the slowed down game.

cause game's fps counter always shows at least about 200fps even when dgvoodoo is set to a lower refresh rate.

while on real old computer, game's fps counter always shows 60fps.

i've noticed the game when being capped too much with fps or hz gets a slow motion and also a decreased cpu core usage from max to very low.
I guess core usage should stay max all the time and I guess that is the reason for the problem of slow motion.
although when sound is turned off it doesn't go slow motion

So it looks slow motion problem only happens in a window (and fake fullscreen)
Fullscreen has no slow motion problem.

Anyway figured out how to solve that in redguard's settings for a window (and fake fullscreen) too
system.ini
[system]
max_frame_rate=
must match your refresh rate (it was 300 as default)
original DOS was always fullscreen so that was not a problem i guess

I think the fact i was using the new impressive feature of fake fullscreen was what made my figuring it out that long...
Anyway learned that a 60Hz TV can do up to 500Hz in lower resolutions! 😉
