Midtown Madness doesn't detect dgVoodoo ddraw.dll unless OpenMM1 is used. Therefore, I can't force the resolution or use the stretched keep aspect ratio options. This issue is not specific to dgVoodoo because I have even tried DirectCompat's ddraw.dll, and the same thing happens. Is there any fix for that issue?

If you look at Compatibility Administrator under System Database/Applications/Midtown Madness, it applies a game-specific fix called MidTownMadness2 if your game executable is called either midtown.exe or midtown.icd, and you have the following additional files in the same directory: audio.ar, midtown.map, mm.hlp. So try renaming your executable to something else and see if it works that way. Ok the game now works perfectly fine with DDrawCompat ddraw.dll. However, it doesn't seem to work with dgVoodoo unless OpenMM1 is used. The game really works great with DDrawCompat. However, there are no settings for anti aliasing or scaling the image to keep the aspect ratio like dgVoodoo does.
