Is it possible to use file transfer on windows 10 and windows 98se so I can transfer drivers?

Usually I use this program for transferring files over network: http://www.rejetto.com/hfs/
you launch it on Windows 10 and it creates a HTTP server, just add the files you want to share and type the IP of Win 10 machine in web browser of Win 98 to download them.
