I'm attempting to play Jimmy Neutron Boy Genius on my Socket 370 build with an nVidia GeForce2 MX400 AGP card with 64MB RAM, and I get the following issue: the screen flickers, but, if I run the game in software mode, it works, but slows down to 5FPS.

Specs of the machine:

Case: Ultimate case from 2003-ish
PSU: 400W DiabloTek ATX w/ 24-pin ATX to 20-pin ATX w/ -5V
Motherboard: Shuttle AV18V3
RAM: 512MB SD-RAM PC-133
CPU: VIA C3 700A*
Chipset: VIA Apollo Pro 133A AGPSet
HDD: Maxtor 6Y200P0 (32GB HDD Limit set from old setup)
ODD0: HL-DT-ST CDRW burner
ODD1: Samsung DVD-ROM
FDD: 1.44MB 3.5"
OS: Microsoft Windows 98SE
GPU: nVidia GeForce2 MX400 with S-Video & Composite Out 64MB RAM
Sound: Sound Blaster Live! 5.1 SB0100 & JBL Platinum 2 Channel Speakers
NIC: Realtek RTL8139D PCI
Monitor: NEC MultiSync LCD1530V
Inputs: Compaq Keyboard & Mouse

Is it because of a mismatch between the GPU and Motherboard since the GPU has DDR RAM whereas the motherboard has SD-RAM? I did attempt to run the game on my Socket 754 with a GeForce 6200 running XP with no success, but it did attempt to launch. Every other game works, and I'm going to try out Joint Ops: Typhoon Rising to see if the card can make the game run since the card has T&L support.

Also, is there a patch out there for the Jimmy Neutron game to get it to work with the GeForce2 regardless of the rest of the hardware?

The GeForce driver set I'm using is version 21.15 due to compatibility issues with the newer drivers and the software is too complicated to change the settings for certain games. I also tried to fiddle around with the settings to no avail. Joint Ops requires a Pentium III at 1.2GHz or Pentium 4 and higher recommended. Would it be a good idea to run the game on a Pentium 4-era board and see what happens?

What drivers are you using? Try something older, like 45.23 maximum or even better try some drivers from around 2001-2002 when the game came out. I don't know how this game runs and although the GPU should handle it just fine, I'm afraid that the CPU might be a little slow for it. Isn't the C3 700A roughly on par with a Pentium 2 300-350 anyway?

I'm using version 21 of the drivers. Also, my plan is to upgrade the motherboard, CPU, and RAM for better game support.

The CPU is slow, but it should be enough to run this acceptably when hardware accelerated. It runs this slow in software mode because the CPU is slow, that's to be expected.
The screen flickering could be due to many things, but I'd advise forcing V-Sync through the driver control panel or if this particular driver version does not offer such an option, consider using PowerStrip, a neat little utility that provides, among other things, the ability to tweak V-Sync. You could also try Riva Tuner, but it could be a little daunting if you have no idea what you're doing.

If all else fails, try an older driver set. This one might just do the trick for example.

Joint Ops will run especially bad on this PC. Not only is the CPU way slower than the absolute minimum, but the video card is also slightly slower than the minimum. Just to put it into perspective, you are trying to run a mid-2004 game on a top of the line ~97-98 CPU and mid-range GPU from 2000. The game will be a total slideshow.

I tested the GPU bottleneck (Joint Ops: Typhoon Rising) and it did pass since it has T&L support, but the CPU causes the major slowdowns. I'm planning on upgrading the motherboard bundle from the Socket 370 to a Socket 754 for more support and USB 2.0 as well. I did run the game (Jimmy Neutron Boy Genius) on a K6-2/300 using my trusty VooDoo3 3000 PCI card and it worked great (framerates were steady on) and the TNT2 card I had installed in my 370 system did work with the game. I'll attempt to use the older driver set that you posted on here later on.

Requirements for the Joint Ops: Typhoon Rising game.

Did the driver install, still nothing. I even fiddled around with the V-Sync (on, off, always off) since the drivers have that as an option in the OpenGL settings, and still nothing. Maybe it's either the DirectX that's causing the issues, which the version I have installed is 9c, and in order for me to install DirectX 8, I have to do a reinstall of Windows or figure out how to remove DirectX 9c altogether without the need to reinstall Windows, or I forget to restart the computer once I set the V-Sync.

With the VooDoo2 card installed, it works without issues, but it lacks the mouse cursor.

Tested again by switching the hardware acceleration to basic and the game did load, but, if I switch it back, it does it again (acts up). I even changed the AGP from 4x to 2x, changed the anti-aliasing to different modes, changed the V-sync to default on, default off, and always off, still no go. I also removed DirectX 9c to see if that helped and install DirectX 8, and that didn't help at all.

Maybe if I change my motherboard around to a Socket 754, it might work.

Tested on a Dell Inspiron 600m notebook running XP Pro with integrated ATI Radeon 9000 mobile; Compaq Presario C700 notebook running Windows 7 Pro and Intel GPU, and they both work with no issues (ran without the compatibility view as that also caused the game to do the same thing). So, judging by the looks of it, it's a motherboard and GPU mismatch in terms of memory speed and possibly the VIA chipset as well.

An update: swapped the motherboard around so that way I can have more PCI slots (1 more than the other board), installed the VooDoo2 card with the FastVoodoo2 4.6 drivers (since the card's original drivers works in a 66MHz FSB system only), and the game finally fires up. The bad news is, the mouse cursor disappears for some odd reason. Maybe because it's a 3D accelerator card only since the mouse cursor is 2D (if my memory serves me right). Ah, well. At least I got it to work, though.
