I've got a few games like Hexen II on steam that I want to put on my Windows 98. However it gives me an error saying "failed to find steam" or something like that. Is there a way to get these games to work on different systems without Steam?

Many times, those kind of older games, you can just patch out the steam drm with an official patch for the game.

Not in Hexen II's case. Hexen II patches were RTP binary patches.

If that's not enough, Hexen II also has a registry key set during setup which otherwise it'll refuse to start the game and leave a blocking message on your screen.
