I am trying to be period specific as possible on a 1990 build that I've completed. I believe that DOS 3.3 is the latest DOS available in 1990. I have installed the Compaq DOS 3.31 so I could have the larger hard drive partitions. My question is now is how to get my memory situation in order. Do any of you have suggestions or some tips on memory management in DOS 3.3? I don't believe himem and emm386 were around yet were they?

DOS 3.31 has some Compaq memory managers for XMS and EMS. Also, Windows includes copies of HIMEM.SYS and EMM386.EXE.

Hi, v3.3 was the latest DOS with PC/XTs and HDD-less systems in mind.
It was also among the first ones for ATs. DOS 4 was.. - never mind. ;)
DOS 5 was released somewhen in ~'91, followed by DOS 5A.

Himem.sys and Emm386.sys were available since '87 or so.
Along with Emm.sys, Remm.sys and Ps2emm.sys they were included with some flavours of Windows 2.x, I believe.
Windows 3.0 released in '90 included Himem/EMM386, too.

QEMM v5.0/v5.11 were also released in 1990, tho obviously getting those specific versions might be challenging.
