Hello,
I tried many cards with this game and only had three that worked well with this game
Soundblaster 16 (486)
Terratec 16/96 Gold (Pentium III)
and an ALS 100 (I had one back in the 90s in a 486)
I also had an AWE32 - a great card but it doesn't put out speech in that game. 🙄
I never understood why this particular game is that picky with soundcards. But right at this point it doesn't matter anymore. I gave up on retro hardware and switched over to emulating everything on my main machine. And I tell you what - dosbox will never let you down with ITE. 😬

I just swapped my AWE64 (CT4500), with a Sound Blaster 16 (CT2900 - with real OPL!), and the speech works!
This is on my newly built 486-D33 system.
