Cannot boot into Windows (98SE) from DOS (7.10) Start Menu. Need assistance! (SOLVED!)

I have a problem. I haven't figured out how to make my retro system boot into Windows after using the DOS Start Menu I just made. If I use these files (AUTOEXEC.BAT + CONFIG.SYS) for "Restart in MS-DOS mode" it works well but I would like to make it work without having to go to Windows before entering DOS Start Menu. If I copy these files into C root I can make the menu work almost completely but I can't boot into Windows. If I choose Windows "MENUITEM=37WIN, Start Windows" from DOS, I get a message "You are currently running in MS-DOS mode. Do you want to return to normal mode, to run Windows applications again [Enter=Y, Esc=N]?" If I press "y", computer reboots to the start of the menu. If I type "exit", I get nothing. If I type "win" after choosing any menuitem, I get the same message and I can press y to reboot back to DOS start menu. Menu stays on endless loop.

How can I make my DOS Start Menu behave correctly, and get into Windows from it?

This behavior is caused by the very first line of config.sys:

I actually ended up removing [COMMON] section completely from my CONFIG.SYS file along with "DOS=SINGLE" line. I'm not sure if you meant this but this made it work all better. I haven't had issues under DOS yet and now I can type "win" in most situations or use the menu item directly going to Windows. If I have VSB or TEMU loaded, WIN command fails and I'm forced to reboot or shutdown but otherwise it seems to work just fine now.

In case anyone wonders why I added "setupds /s" line to my AUTOEXEC.BAT file under line ":37WIN"... Well if I use Windows DOS Box then I get quieter audio in Windows DOS Box if I don't load "setupds /s". I can only get louder audio on first run of any DOS application and only one DOS application per boot. I have no idea why only once with "setupds /s" loaded and not at all if "setupds /s" is missing from autoexec.bat. Also OPL sounds seem to be quieter in Windows DOS Box at all times no matter whether "setupds /s" is loaded or not but these minor issues probably remain for a very long time and have nothing to do with anything here. Besides under plain DOS, sounds work louder at all times, both digitized and OPL/FM/AdLib.

As usual, bloated config with 25 different options where you probably only need 2 or 3 (for the different sound cards, and maybe for a specific game that has issues that cannot be solved in other ways). Glad it works for you, though.

It's a work in progress and I will update this menu in time, and after I'm sure what items are completely unnesessary in my situation, I will remove them and only include the ones I really need and possibly add even more If I really have to but so far I'll let it stay the way it is. I know my menu is huge and possibly bloated but since it works and I can also boot into Windows from it - I can live with those things. Thanks for your feedback! Cheers! :)
