I was using 98se2me, and playing with the files, I realized that explorer and shell32 were from windows nt, not windows ME. So I took the files from a clean install of ME and transplanted them to my 98 (with 98se2me) the problem is that only that side "web page" is displayed, the icons do not appear, but if I go to the view modes and select any option, the icons appear, but if I click on a folder, everything disappears again, as well as if I close the window and reopen it. If I look at the properties of some folder, it shows 0 bytes, and it is impossible to rename it through the properties box. Something is definitely not working, but I don't know exactly what!

I already tried to change the dlls:

shell32
explorer.exe
DOCPROP (and DOCPROP2)
MYDOCS
SHSCRAP

I also tried changing the windows\Web folder, but without success.
If I delete windows\web, the icons are displayed normally, but the properties are still buggy.

My windows is a brazilian version of Windows 98

Best advice, is to not use it, but If you must its best to start off with clean installs and clean sources. MSFN is a better place to look for information for this. I doubt anyone here uses this outside of experimentation. I've tried it before and found that it bogged my systems down and made them slower. If you want to try a better shell replacement look for revolutions pack RP9. Its at least stable and doesn't make the computer slower.

I managed to solve the problem (I don't know exactly how). I need the ME files, because I perfected them, and they perform much better now (even better than the ones from 98)
