I'm trying to find out how to use mods and wads on doom II on an Windows 2000 pc, is it possible?

Doom95 should work on Windows 2000, with a mouse fix:

If you want something more than vanilla compatibility, check the list of Windows-compatible ports here, then find which of them have Win2000-compatible versions (probably older releases):

For mods you'll likely want a zdoom port
Windows 2000 compatible doom ports:
*If you use BWC you can use XP+ compatible ports but those using SDL2 may have issues with mouse input. It's been a couple of years since I last tried.
