The topic says it all. Is Sound Blaster capable of playing both samples and FM sounds at the same time?

Try enabling Soundblaster Sounds and AdLib Sounds at the same time in Duke Nukem II and listen what happens.

It's pretty much the reason the Sound blaster became the defacto gaming audio device - you had devices which existed before which could do those individual functions (Adlib cards, parallel port DAC devices etc) but Creative Labs really nailed it when they put it all together and made it possible to playback FM and digital audio at the same time with one card (and with a joystick port too!).

Of course, both type of sounds are processed by the different parts /circuits / parts of circuits of a soundcard.

In theory, an original Sound Blaster can play samples, FM and PSG music (square wave). 😃

Anyway, confusion/question maybe comes from the fact that a Sound Blaster can't do samples and SB-MIDI same time.

SB-MIDI is what Sound Blasters had used for MIDI before they used an MPU-401 (dumb version only).

Because both samples and SB-MIDI are being done by the Sound Blaster "DSP" (8051 series microcontroller), only one task can be done same time.

The Sierra Help site has SB-MIDI drivers for older Soumd Blasters that have that limitation.
