I picked up these two items last year but haven't had time to play around with them. Are they basically used to emulate an MPU-401 for laptops (or desktops without an MPU-401 card)? Has anyone used one or both?

Those are...uh...MIDI interfaces to connect MIDI-capable instruments and other MIDI devices to a computer. The likely need a driver and compatible software (e.g. an old version of Cubase) to be used. For music production, that is, either to send MIDI commands to instruments, or to receive MIDI commands.
flyers home page; all talk of windows. not sure how youd get it working under dos where mpu-401 was more important than for windows.

You simply can wire MIDI Modules to RS232 Ports.
SoftMPU supports this and Roland offers a RS232 Driver for MIDI Modules. From Windows 9x up to 10.

yeah these are windows-only ... I have a couple my self. Not so useful outside music creation IMHO

Thanks to everyone for their replies. I was hoping these could be used to connect an external module (such as an MT-32) to a laptop, but that doesn't seem likely.

Well, you can use them for that, but only if you actually want to use the module in music production. They aren't a drop-in game port replacement for MIDI music in DOS games.
Sure under windows you can connect a module and select it as the midi device. You can use windows apps/games and select the module for midi output. But under DOS it's not gonna happen - and I think even a dos prompt inside windows won't work either but give it a try
