Had this in my win98 rig and it worked fine with my dos/windows games. Is the AWE32 or AWE64 THAT much better - justifying going out and getting one?

This is somewhat subjective, but no, there really isn't all that much different from an SB32 to an AWE32. A couple AWE32 models have real Yamaha FM chips, if you're into that sort of thing, but really, not much. I have an SB32 and am totally happy with it.

Now, the AWE64 Gold, on the other hand.... well, if you can get your hands on one of those you're doing better than I. Absolutely I would say there is sufficient and distinct reason to have in your stock both an SB32/AWE32 and an AWE64 Gold. Much better build quality and connectors, lots of bugs worked out in the later chipset found in the Gold.

Or, you can have the best of both.

SB32, model CT3670 - Basically an AWE64 with SIMM slots.

No Yamaha OPL3, but you can use a different card for that.
