I have no idea why that message still appears, does it show up every time you boot?

Well, I did. Now it says

"WIndows 98 is now restarting
C:/
C:/"

So weird. I got it to be a bit better, but honestly that screen is pointless. Just wish I could work with my system better is all.

If I'm having speed issues with DOS games (The Oregon Trail) where the music is too fast, and so is the gameplay - how do you suggest I change settings for something like that?

I promise not to bug you anymore after this! 😜

It may be due to the fact Windows itself restarted into DOS mode and didn't exit it correctly, which is not what you want to do really.
Edit your msdos.sys file, located in c:\ and add the line BootMenu=1 in the [Options] section of it.
Check those links for detail:

To slow down your computer, you can disable the CPU and Level 2 cache in the Bios settings, but make sure to get the bootmenu to appear every time you boot, cause loading Windows with the caches disabled won't be fun at all.
Or you can use software such as MoSlo or Cpukiller.
