Hello guys! Does anybody know if it's possible to edit sounds/patches (Attack, cut off, envelope ... and more complicated stuff in there) on regular OPL2-3 chips? Any program for that?

The chips themselves do not store any such info (except few limited cases like OPLL/YM2413 and those are having it in non-changeable memory). All the trackers have an instrument editor in them so that you can create any sound you want to use in them, and in few cases export them in a format that some other tool can use. Adlib Tracker II is probably the most comprehensive one.

I found some programs which works with emulation somehow, on this site, but... What about the real OPL2/3 sound editing? (Creative FM, ESS FM, Yamaha PCI FM etc)

You'll need to use an editor, unless you feel like digging through chip spec sheets and programming guides because the only way to "edit sounds" directly on FM chips is through manipulating the registers AFAIK.
