Can a Sound Blaster 16 CT2950 play MIDI files ?
Does it have a built in emulator ?

Yes and no. It has an MPU-401 compatible UART but doesn't have an onboard synth engine, so you'll need an external device connected via the game port or a daughter board on the WT header.

What are you referring to? To the best of my knowledge, SB ISA cards didn't come with a GM compliant soft synth.
