what is the interest for a WaMi Rack 192L sound card, (or other pro sound card) comparing to creative labs sound card, for a win 98/Me or XP rig. Does it add something: fx, stability, reliability, ...

The card is not intended for gaming and I don't think there's any hardware acceleration for 3D audio.
It probably has better analog audio than Creative's contemporary offerings but that's probably about it.
