Whenever I play doom, duke 3d, or even battlespire on windows me whenever I select soundblaster pro as the music option Whenever I enter these games no fm music plays but fm synth works in dxdiag

Computer specs
Celeron 800mhz I810
256mb ram
ATI Powercolour 7000
Modem card
Knockoff FM801 which says "Yamaha YMF 724 G-V on the audio chip" (note that only FM801 drivers work on this card as Yamaha drivers cause a bsod and no audio)

Are you running the VXD or WDM drivers? I'll guess the FM-part isn't initialized at port 388h and the MIDI driver access it through PCI I/O address instead (base +68h). You can also try to run your games from pure DOS, but you have to initialize the card with the CFG801 utility.
