Recently purchased a 4D wave-DX from Ebay for around £13 sounded interesting wanted to test if it was any better to setup than the SB Audigy card I'm using (Audigy emulation works fine on MB)
ASUS p4p800s/se motherboard chipset ICH5

Windows 98
Sound working in win98 but legacy driver has following issue
legacy ! conflict in windows 98se device manager (IRQ 9) which after disabling USB to free up IRQ's seems to resolve to (irq7), unfortunately it still does not actually play any audio in dos games also tried reserving IRQ in BIOS

In pure DOS trying waveinit ver 3.93
Audio device found PCI address 0259h (device 4ah)
warning: your 4dwave PCI audio card is behind a PCI-PCI Bridge or connected to a PCI bus other than 0 (bus 2)
SoundBlaster emulation will not be started.

Tried a few different PCI slots same problem

Thinking motherboard too modern how it handles PCI bus for the 4dwave but wondered if anyone had a solution?

You might be able to initialize the card with the "/0" switch but I don't think you will have much luck with the Sound Blaster emulation on your motherboard. A motherboard with a VIA chipset is a better option for that card.
