Sorry, don't know the routine or the card, so don't ask me for specifics. But those games are DOS and that's not Win98.
AFAIK, ALS100+ is a PNP card that needs at least to be initialized on bootup.

the sound and FM works now, but CD audio does not, so I guess I need the little cable that goes from the CD to the sound card.

Yep, that much is obvious.
They're easy to find, pretty much any one should do. And if not for a dedicated such cable, the generic term is "Dupont plug" for the black plugs of 2.54 mm spacing.
The LGGR pinout is on the card and the drive, usually.

Anyway, I'm asking if somebody has the cable locally because paying 10czk + shipping is not cheap for lil old cable.

That requires WDM drivers AFAIK, with VxD drivers you won't get the cd audio digitally and even if you do it's prone to not working with most older games regardless.

Left IC pad is for a logic chip providing the IDE interface. Middle pad looks like a place for the DAC needed for the FM synth to me. But this isn't needed anymore with the plus version of ALS100 because it is already integrated into the main IC. So it is just a pcb revision /cost cutting thing. As long as you don't want to revive the IDE part there's nothing you can upgrade here.
