I found this card but without the breakout box it is an MPU-IPC and from what I see it looks like its missing a jumper bank to set the IRQ and I/O address or is this MPU-IPC only set to one default setting, I read on Vogons the breakout box from the T version cant be used with this card because of different pinouts can someone verify this please.

I would say it is the IPC-T, according to this pic from Wikipedia:

And I would say it is missing the jumper headers (you can solder them yourself), the breakout box and some silk screening. I am wondering if this is a clone using genuine Roland ICs...? Or maybe some pre-production version?

The MPU-IPC and MPU-IPC-T breakout boxes are interchangeable:
