I just installed Windows 98SE on my P233MMX and I have a Vibra 16S ISA card. Its properly detected and showing in the device manager.

When adjusting volume, I can hear the noise increasing ... but when I go to sounds in control panel and try to play a sound, its quiet, no sound comes out.

Im using the spk out port on the card with headphones attached to it.

Do I need to install any other software or drivers?

Nope, I had that with a sound card but I had to set IRQ and DMA in BIOS. Setting the needed addresses to ISA solved the issue.
