i am trying to run wipeout xl on my win 98 machine comprised of a p3 cpu, ati radeon 7000 64 mb coupled with a voodoo 2 , and 512 mb ram.

despite all that the game complains that there is no accelarated video card installed. Which is ridicolous. All 3dfx glide games and d3d games works fine except this one. which is comprised of two exe, one says powervr, and rightfully it won't work, the other says direct3d but just refuse to work

Funnily enough, on windows 10 IT DOES recognize a 3d card, but the game just crahes (and yeah i tried all fan patches online,nothing works)

direct3d is microsoft means directx video card support needed.

Also, it could be one of those games that needs a specific DirectX version and that will fail to work if you use the wrong one.
