Oh windows Me allows the same system file tweaks for cache and larger memory support. as 98SE (for above 256mb ram)
I beleive what the 6600 is best for the pentium 4 socket 478 are the codename Prescott and yes it can run windows 7 64bit thus it oould run probably windows 10 64bit and linux that the platform is available in 8x AGP MODE although earlier pentium 4's on that platform are fine; anything single core socket 775 should have no issues with windows 9x (non pcie)
Prescott not optimal for 9x but greater with dual boot for a 64bit secondary OS on same computer and may be interesting to trial 9x in a hypervisor.
The cpu driver from xp x86 can be put in place of the cpu driver in 98se and millennium for better pentium 4 efficiency.
I haven't tried the pentium 3 one.
