I just installed an ATI Rage 128 into my Pentium II Powerspec machine. I salvaged it from an old Gateway machine. I did this because one of my games (Driver) wouldn't work with the Permedia 2 that was in there. Unfortunately, whenever I try to play Driver, its a garbled mess (vertical lines, discolored graphics). Any solutions?

I would suggest trying different drivers (no pun intended). Do you know which drivers you're currently using?

Also the Windows version you're running would be helpful.

It could be the card itself that's just incompatible with that game, it could be a motherboard chipset compatibility issue with the card, but more often than not with Windows games, it usually comes down to finding the right graphics driver.

My Retro Gaming PC:
Pentium III 450MHz Katmai Slot 1
Transcend 256MB PC133
Gigabyte GA-6BXC
MSI Geforce 2 MX400 AGP
Ensoniq ES1371 PCI
Sound Blaster AWE64 ISA

I have a Dell OEM Rage 128 that needs special Dell drivers. If your Rage 128 came from a Gateway, it may need special Gateway drivers. This page might help.
