I'm expecting a quick answer to this ( "No" ) but I thought I would ask the question as a quick search hasn't found anything definitive.

Is there such a thing as a "generic" Windows 3.1 video driver that will enable SVGA (800x600 or above) on later video cards that do not have specific Windows 3.1 drivers? Or even just 640x480 with more than 16 colours? By modern I was trying this on a Radeon 9600 Pro, not anything actually modern.

Windows 3.1 appears to have a set of generic Super VGA drivers for 800x600 and 1024x768, but they do cruel and unusual things to my monitor. It seems odd when DOS based games can run higher resolutions (at least 800x600) and seem to just work automatically.

I know of some patched SVGA drivers- As far as I know, there are at least two of them.
One is for VBE in general, the other one is modified for virtual machines (VMware).
