Using a blowing fan on pci slot like this one https://guide.alibaba.com/shop/dc-12v-4-pin-c … r_35484335.html would be a good cooling solution for vga cards?

Retro rig 1: Asus CUV4X, VIA c3 800, Voodoo Banshee (Diamond fusion) and SB32 ct3670.
Retro rig 2: Intel DX2 66, SB16 Ct1740 and Cirrus Logic VLB.

Don't think so. These blower-type ones usually pull air out of the case, where ideally you would want it to blow directly onto the card PCB. See for example the Vantec SP-FC70-BL which ought to work better.

Best is to have a fan intake hole on the case where the video card is and have it blow cool air directly from outside onto the video card.
