I have seen many people in the forums saying that it would be a good idea to install a fan when using voodoo 3 cards. Would a PCI voodoo 3 2000 run cool enough without a fan if I am putting it to a slow system and just for dos use because of it's good compatibility with dos games? Like how hot it gets when it is just used as display adapter without using it's 3d features?

There is no point in asking how hot it gets. Different hardware is made for different temperatures. Default cooling of Voodoo3 is adequate.

It might have been when the card was released, but I wonder if whatever they have used between the chip and heatsink to attach the heatsink has degraded and still has the same thermal properties after 20 years.

Might get a little warm in old school cases that had no air moving through them. Decent case fans would probably be enough to handle any such issue.
